• Stakeholders (teacher associations, education departments, etc.), and
• Customers (a growing set of state governors looking to make a significant investment in education)

to establish the standards required for a fully scalable solution that celebrates learning. The "digital learning" dimension is that learning experience governs the architecture of the technology DNA (devices, networks and applications).
